1.  What is Part-NCC ?

“EASA Part-NCC” stands for “non-commercial complex aircraft operations”

EASA Air Operations Regulation (EU) No 965/2012 Part-NCC applies to non-commercial flights in complex motor-powered aircraft, and has for main purpose to ensure the highest level of safety and airworthiness in the world of private aviation.

 

2.  Who ?

  • Any non-commercial operator of complex motor-powered aircraft registered in an EASA member state

      and having its principal place of business in an EASA member state.

  • Any non-commercial operator of complex motor-powered aircraft registered in a non-EASA member state

      but having its principal place of business in an EASA member state

 

But first, what is a complex motor-powered aircraft?

   A. Airplanes fullfilling any of the following criteria:

  • maximum certificated take-off mass exceeding 5700 kg;

  • certificated for a maximum passenger seating configuration of more than 19;

  • certificated for operation with a minimum crew of two pilots;

  • equipped with a turbojet engine(s);

  • equipped with more than one turboprop engine and exceeding 5700kg.

 

   B. Helicopters fullfilling any of the following criteria:

  • certificated for a maximum take-off mass exceeding 3175 kg;

  • certificated for a maximum passenger seating configuration of more than nine;

  • certificated for operation with a minimum crew of two pilots.

 

   C. Any tilt rotor

 

3.  How ?

PART-NCC compliance implies the following:

  • Establishment of an Operations Manual (OM);

  • Establishment of a documented Management System;

  • Designation of Nominated Persons;

  • Implementation of an Emergency Response Plan (ERP);

  • Creation of a Minimum Equipment List (MEL);

  • Ensure operational compliance with PART-ORO, PART-SPA and PART-SPO as applicable;

  • Ensure compliance with your Civil Aviation Authority requirements by August 25th.
